If you are a non-accompanying family member on the application for permanent residence of a person who received permanent residence under the Temporary public policy to facilitate permanent residence for in-Canada families of Canadian victims of recent air disasters, or if you are a child of such a person who was born after the parent obtained permanent residence, then you are also considered to be related to that person.
